AUGUST 27 Update — this weather system is moving north into the center of the Atlantic and the organization has dissipated.

HaitiAction.net - Port au Prince, Haiti — The National Hurricane Center (NHC) in Miami, Florida gives the 1008mb surface low near the Cape Verde Islands a good chance of forming into a tropical depression soon. If the low develops further it will become the tenth named storm — JOSE — of the 2011 Atlantic Hurricane Season. The weather system should wander a bit south as a result of the mid-level subtropical ridge to the north. This track could steer the system away from a large area of dry air and mid-level shear that could weaken the tropical cyclone currently designated as Invest 90L.

Otherwise conditions are favorable for further development of this system that has become better organized — "with scattered and moderate convection" — over the last 12 hours.

Haiti has emerged relatively unscathed from the effects of the most recent storms. However the impact of heavy rains, which have now saturated the soil, leaves the northern part of the country more susceptible to deadly mudslides and flash floods in the subsequent storms. The steering currents could keep this system on a path into the Caribbean Sea threatening Haiti. However, it is very likely that a break in the subtropical ridge will allow the storm to track north into the middle of the Atlantic in about four days. If the system stays south near the 14th Parallel this effect will be more unlikely and JOSE will become a major concern for Haiti.
